Upon completing my first proposal, I have re-examined my research question with the hope of narrowing more focus.
My question is now, "What unique strategies and/or programs have been instituted in order to fulfill the No Child Left Behind mandates in the Beloit School District? More specifically what has Merrill Elementary and Wright Elementary School implemented to combat the 'failing school' label?"

Merrill never received the "failing school" (actually "school in need of improvement") label, though Wright did. As we discussed last week, NCLB is filtered through state law and local regulations. The lines of causation are not very direct. I think that focusing on one or two schools (even on would be fine) is a good idea for this project, since it limits the scope to something manageable. And as I told Julia earlier today, it is what you and she can say specifically about your school that will be unique and valuable.
